In parallel with
the “Better Regulation Works”
initiated as of
2000 in all the member countries within the
scope of the European Union Lisbon Strategy,
“Better Regulation Working Group” was
established on 16th February 2005 under the body
of the Prime Ministry so as to improve the
“regulatory framework”
in our country,
to guide the Regulatory Impact Analysis (RIA)
works, to control the quality of the RIAs to be
carried out by the Ministries and the other
institutions and agencies and to develop the
capacity of the public management in the field.
General principles concerning the RIA
application were specified with the
“By-law on the procedures and principles for
preparing legislation”
announced on the Official Gazette numbered 26083
and dated February 17, 2006 and the details of
application were explained in the Prime Ministry
Circular numbered 2007/6 and dated April 2,
2007.
Following the
amendment made in 2008, the title of the Better
Regulation Group has been changed to be
“Regulatory Reform Group”
and its tasks have been specified as follows;

To guide and coordinate the works related with
the regulatory impact analysis within the
frame of the principles stipulated under the
By-law on the procedures and principles for
preparing legislation and the Circular of the
Prime Ministry numbered 2007/6,

To cooperate with the other
institutions/agencies,
-
To carry out the quality control of the
regulatory impact analysis prepared by the
public institutions and agencies,
-
To carry out the coordination of the projects
conducted with the support of the European
Union and other foreign funds.

Regulatory Reform Group
consists of one chairman, 3 deputies and 5 Prime
Ministry experts.
